Developer is to maintain a positive balance in this Escrow Account at all times the applicant is required to pay a non-refundable base fee and escrow to be charged against the time and expense necessary to process the request. If the review and consideration of the request exceeds the cost covered by the escrow deposit as a consequence of lack of information, problems or questions raised by staff, Planning Commission, or City Council, all processing of the request will be halted until an estimation of completion is determined and a new escrow deposit made. The City Clerk will notify the applicant of the decision following the City Council’s decision and refund any portion of the escrow deposit or bill the applicant for the balance due. All fees must be paid at the time of application and shall be paid before issuance of a building permit. All new subdivisions must satisfy park dedication requirements (land an/or cash) as determined by the City Council prior to City execution of the Final Plat.
